Political authorities who were in charge for a certain period of time holding the public power in their hands attempted urban design practices. The main purpose of this study is to question the urban welfare criteria, service facilities, design and practice process, the extend of the social degree of the gross welfare in the urban design practices implemented by The Greater Cities of Ankara and Eskişehir Municipals in the historical and urban recreational sites.In recent years, cities have been reshaped in the frame of globalization, neoliberal politics and post-modernism. In the reshaping of the cities, urban design procects have become an important means being used in the late period politics of the local authorities. Just like in the field of planning, urban design, the complimentary extension of the planning, has to be in a position of serving the public welfare.In this study, urban design practices recently implemented by The Greater Cities of Ankara and Eskişehir Municipals were chosen to be evaluated. It was aint to determine how public welfare criteria was shaped with the changes in Political ideologies.
