Abstract (EN)

The subject of public services offers in the world with regard to globalization fact has significant improved especially after 1980s. These developments have showed ability the area of water administrative which governments monopolize as a public service and water has started to use with method of private sector as a public service offer becoming more and more trade goods. Transformation occurred with market movement affected social state thought and caused delay of water services which have vital importance and access problems.The first part of this study, globalization period has tried to put forward government comprehension in general, in private reason-result relations of changes and transformations happened in public administration in individual by analyzing globalization fact.In second part, different approaches bringing about water administration has tried to present ?profitableness? and ?public benefit? by coming up with recent asset of water which has vital importance in the world. Again in this part, bringing water as a trade goods, the activity of organizations and multi national companies trying to provide private sector as to water distributing services have analyzed via experiences obtained from Argentina which is one of the Latin American Countries.In third part, water services and policies have analyzed institutional and legal with regard to chronological improvement in republic era. The transformation occurred especially institutional and constructional in both local and central administration in the field of water distributing services of Turkey especially after 1980s era has evaluated via example of privatization of water distributing services in the metropolitan municipality of Antalya.
