Flexibility in public administration and independent regulatory agencies: Energy Market Regulatory Egency

This study consists of three chapters. In the first chapter, characteristics of Fordist and post-Fordist eras, transition from fordism to postfordism, influences of new era?s neoliberal and flexible capital accumulation regime aligned thorough the transition to postfordism for overcoming crisis periods and flexibility on public administration are studied by making the infrastructural analysis of flexibility in public administration.Second chapter is focused on studying effects of flexibility applications over independent regulatory agencies and related results, arising of independent authorities in countries of different conceptions, arising of independent authorities in Turkey, their characteristics and effects on public administration.In the third chapter, Energy Market Regulatory Agency of Turkey is studied as an independent regulatory authority. Organizational structure, operation regulations and flexibility characteristics of Energy Market Regulatory Agency are considered and discussed as an example of flexible accumulation regime regulation methods and flexibility implementations in public administration.Keywords: Fordism, PostFordism, Flexibility, Independent Regulatory Authority, Liberalism
