Abstract (EN)
This study was conducted to analyze the Ministry of Interior's Performance Management System and its functionality. The evaluation of IBPYS's functionality is limited to the dimensions of the system's purpose, necessity, scope, technology, legislation, human resources infrastructure, methodology and political sustainability. As part of the study, in-depth interviews were conducted with 11 Ministry representatives working in the central units of the Ministry of Interior. During these interviews, participants were asked 14 open-ended questions, which were supplemented with follow-up questions when necessary. The data obtained were analyzed using open, axial, and selective coding methods, with the assistance of the MAXQDA 2020 software. As a result of the analysis of the interview data, 382 codes were identified, and the findings were categorized into specific themes, which are presented in the study's results, evaluation, and recommendations sections. The findings indicate that while the institutional performance of 1,514 units within the Ministry's organizational structure is assessed, individual performance evaluation is conducted at a limited level and does not encompass the entire organization. Additionally, the system is supported by digital-based subsystems, yet there is a need for updates in terms of legislation, planning methods, feedback mechanisms, and guidance structures. In the study's conclusion section, recommendations are provided for the restructuring of the system, including updates to the system's purpose, scope, and overall management strategies, as well as improvements to performance planning, measurement, evaluation, and feedback processes. The research findings are expected to contribute to enhancing the functionality of the Ministry of Interior's Performance Management System, improving the understanding of the components of public sector performance management systems and their complex interrelations, and facilitating the transfer of best practices between institutions.
