Urban information system design and implementation: An example of Trabzon-Pelitli Municipality

SUMMARY Urban Information System Design and Implementation: An example of Trabzon-Pelitli Municipality Urban Information System (UIS), which is one of the most effective data management tools, demands are increasing rapidly. On the other hand, urban administrators have not comprehensive information about the UIS applications. Therefore, urban administrators have some difficulties in UIS construction enteprises. Because these issues produce obstacles to constitue succesfull applications, admnistrators fall into desperation about the applicable of UIS. The meeting of UIS demands as optimum is firstly depending on construction of succesfull models whose likely problems were eliminated in small municipalities. For this reason, in this study, it was aimed to constitute a UIS model for Turkey realizing UIS design and application studies in the small municipality selected as a pilot area. In addition, it was aimed administrators and applicators to be informed about the processes of UIS by flow chart and project planning constructed in application. Besides, it was thought realizing interface studies to automate some operations of municipalities. In this study, firstly, needed process steps for UIS applications were specified. After that, UIS application design was made for small municipalities and then the flow chart and designs were applied and tested in Trabzon Pelitli Municipality selected as a pilot area. Various maps and the data compiled with questionnaire were processed in Arc/Info and ArcView to make them spatially useful. Besides, interface applications were developed in Visual Basic and MapObjects environments to use in UIS of the Municipality. Consequently, UIS design and applying studies were realized to constitute a model for the UIS applications in Turkey.
