Project selection with multi-criteria decision making methods in urban transformation projects

Urban transformation is defined by experts from different disciplines as strategically changing or transforming a city or a certain part of it into a different form. Urban transformation, known as the replacement of old buildings with more modern and robust structures, includes some detailed processes. There are processes such as making risk assessments of old buildings before demolition, demolishing a risky structure, and providing a certain amount of rental support to the owners of the state. In addition to these processes, there is a long process such as determining the contractor for the new building to be built instead of the demolished building and constructing the building after the determination of the best project. In this process, it is known that property owners have difficulties in making decisions in the determination of projects has been designed by contractors, and some material and moral losses are experienced due to wrong decisions. This study, it is aimed to determine the new building project to be built in place of the building, which has been demolished by urban transformation, with the Best – Worst, CODAS, Gray Relational Analysis, and WASPAS methods. First, five alternative projects designed by different contractors have been identified. Considering the literature, fifteen sub-criteria related to five main criteria have been put forward to determine the alternatives. Ten urban transformation experts, randomly have been selected from various provinces, have been appointed as decision-makers in determining the criterion weights. The necessary information has been collected from the decision-makers with the questionnaires in accordance with the Best – Worst method and the criteria weights have been determined. According to the results of the criteria weights, it has been concluded that the most important of the five main criteria has been the "Cost" criterion, and the "Support Duration During the Project" criterion has been the fifth. Based on the project request for the urban transformation application from the contractors operating in the city center of Aydın, proposals were received from five different contractors. Residents of the apartments were determined as decision-makers for the evaluation of the projects. An integrated decision matrix was obtained by bringing together the subjective evaluation data of the decision-makers, the data of the objective evaluation criteria, and the criterion weights. CODAS, Gray Relational Analysis, and WASPAS methods were used in the analysis of the integrated decision matrix. According to the results and according to each method, the best projects were put forward and suggested to the apartment management.
