Abstract (EN)

According to Max Weber, modern capitalism has only succeeded in showing the success of Western society. Weber takes this process as rationalization process. Jews, Catholics, Buddhists, Confucius and Muslims have contributed significantly to the rationalization of societies, but only Protestants proceeded into modern capitalism. In general, in the first part of the study consists of, the concept of patrimonialism; various types of patrimonialism like political, legal, military and economic-financial patrimonialism; the stages of patrimonialism such as pure, arbitrary and sultanism; the structure of patrimonial society; various appearances of patrimonialism like eastern despotism, feudalism, prebendalism and eastern city. In this context, Weber argues that the most widespread governance model in the pre-modern era was the traditional authority. He called the stage as patrimonialism in which political power became monopol in the traditional authority. The final stage of patrimonialism is 'sultanism', where arbitrariness prevails as much as possible. Weber also claims that Eastern states in general had a patrimonial system, while Ottomon society was more internalized and ruled by sultanism. Weber's approach to Islam has also been studied in this section. Weber handled Judaism, Christianity, Buddhism, Confucianism and Islam, which we call Great World Religions, from the point of Protestant criteria. According to him, all the Islamic societies and, of course, the feudal and patrimonial qualities of the Ottoman society prevented them from evolving into modern capitalism. In the last part of the study, Ottomans' socio-economic system was scrutinized within the framework of Weber's views. All systems, especially management, law and justice, are designed with pure principles of justice and rationalism. As a result, contrary to the Weberian claims, Ottoman society has produced a unique rational system with the rationality of ulema.
