Abstract (EN)

There are many types of conflicts as old as human history. Some conflicts occur between people, some between states, and some between state and non-state actors. One of the conflicts between state and non-state actors took place between the state of Colombia and the FARC. This conflict, which started in 1964, is one of the longest civil conflicts in modern history. The conflict, which lasted for 52 years, ended with a peace agreement signed in 2016. With the agreement, a lasting peace is aimed by addressing many points that prevent the re-emergence of conflict. Therefore, the implementation of the agreement is one of the most significant steps of the peace process. Because only with the implementation of the agreement would the targets be fulfilled. From this point, the research question of this study is proposed as "Could it be anticipated that the 2016 peace agreement has been sufficiently implemented and thus permanent peace achieved in the country?" To answer this question, the implementation rates of the Colombian peace agreement were measured. For the measurements, the application rates of 578 stipulations, especially the six fundamental points of the agreement, were examined. The hypothesis of this study is "If there is a deficiency in the full implementation of the basic articles of the peace agreement, then it may take time to achieve permanent peace." Whether the hypothesis can be proved or not has been examined. Accordingly, it was observed that the completion rate was low especially in the implementation of the six fundamental points. In addition, Colombian scholars, interviewed for this thesis study, find the implementation rate of the agreement low. For this thesis, the opinions of the scholars, research and observations of the author in the country were evaluated together with the available data. According to the findings obtained, it has been determined that there are some deficiencies in the implementation of the Colombian peace agreement and these deficiencies slow down the achievement of permanent peace.
