The design of a building necessitate different disciplines -architecture, civil, electrical and mechanical engineering, landscape architecture, etc.- to participate to the whole process of the decision making. It is hard the integration of these disciplines without a planning mechanism. At this point of view, project management is integrated to the projects in the phase of building retrofitting and new building construction through the preference availability and decision making of policies. Building construction industry is damaged from risks a lot when a sudden change occurred, in comparison with other fields. Therefore unidentifications in construction industry addresses different approaches and solution techniques including simulation methods become mandatory against to increasing number of changes in projects and their complexity. Apart from the design of new buildings in Turkey or the isolation of old buildings, there is no energy efficiency application for existing buildings. In this matter, new planning studies and applicable policies should be developed. In the thesis, "System Dynamics" modeling technique supporting a holistic view of arrangement is applied for understanding and simulation of existing building construction project. System dynamics approach rejects traditional methods requiring detailed component models in projects, and it focuses on behavioral modes, feedback relations of dynamics and stock-flow diagrams. Furthermore, the objective of this study is to provide building energy efficiency of a residential building based on building structure and retrofitting action and also end-user behavior by applying system dynamics methodology. Therefore, a case house is studied for simulation model. Moreover, with system dynamics approach, interrelations of impact parameters based on building energy efficiency system are emphasized to provide right control of the systemic behavior and risks. Also the method provides to be foreseen the general situation of the project by examining energy efficiency policies and assessing the applicability of the policies in the simulation program. In conclusion, the study is supposed to prove the workability of the system dynamics simulation model, to evaluate the effects of the changes that can be made on the building, taking into account the variables in the stock-flow diagram and analyze the effects of possible scenarios on energy efficiency implementations.
