Abstract (EN)

With the development of technologies in commercial and social life, payments and money transfer operations started to gain speed in digital environment. As a result of these transactions, the concept of digital money has started to be actively used. As a result of the merger of these digital coins with cryptographic software, which are secure and encrypted structures, cryptocurrency emerged in 2009. The first and forerunner of this money is Bitcoin. Cryptocurrencies are also called crypto assets. Crypto assets are a sub-branch of digital assets. A digital asset is considered materials that can be stored digitally. Cryptocurrencies are currencies that use blockchain technology, all of which are created in a digital environment, and are not connected to a central authority. As a result of its growing popularity, value and usage, many cryptocurrencies have occurred and attracted people's attention. Therefore, it has been evaluated by institutions or organizations in many countries and arrangements have been made. In this study, the place of crypto asset markets in the world financial system and the policies, approaches, regulations, taxation and accounting that countries and businesses follow for this innovation are discussed.On the other hand, the impact of crypto assets on the Turkish economy and government institutions has been evaluated together with a wide range of country studies.Systematically, the top of the most difficult issues for countries is how crypto assets will be taxed and in what item they will be accounted for. It is very difficult to regulate these uncertainties due to the fact that there are more than one different worldview about these approaches and there is no generally accepted standard. These uncertainties also pose a number of risks, such as illegal activities. The emergence point of this study results from due to the intense interest shown by people, businesses, exchanges and institutions related to the Turkish economy in crypto asset markets.This great interest is due to both the shopping-oriented payment approaches that are planned to be realized in the field of commercial activities, and the desire and desire of people to earn money easily.
