Abstract (EN)
With the onset of industrialization, migration from rural areas to urban centers has been observed globally, leading to the gradual depopulation of rural settlements. This depopulation threatens the survival of cultural heritage and the existing building stock in these areas, as they fall into disuse. In the context of both national and local development, various initiatives have been undertaken to revitalize rural settlements. This study proposes a holistic model aimed at promoting the reuse of idle building stock as a strategy for the development and revitalization of rural settlements. For the implementation of the proposed model, the village of Dodurga_located in the Seydikemer district of Muğla Province, characterized by a high degree of rurality_was selected as a case study. At the outset of the research, the demographic, economic, cultural, and spatial dynamics of rural settlements were examined in detail, and the factors contributing to population loss_whether natural, social, or economic_were identified. A comprehensive literature review was conducted, focusing on rural development, the preservation of cultural heritage, the integration of creative industries into development strategies, and sustainable rural revitalization models, drawing on both national and international studies. In the fieldwork phase, the region's idle building stock, tangible and intangible cultural values, natural landscape resources, and existing infrastructure were analyzed using a rigorous data collection and evaluation methodology. The diversity of the natural environment and the layered historical character of cultural heritage elements served as key inputs for the development of the model. Based on the findings, the proposed model offers a multi-dimensional strategic framework centered on local participation and cultural creativity. It repurposes abandoned structures for various functions such as tourism-oriented accommodation units, libraries, educational centers, olive cultivation practice areas, and commercial spaces. The model aligns with international development goals and addresses the preservation of cultural heritage, economic diversification, infrastructure improvement, and social inclusion in a balanced manner. The model includes a wide range of actions, such as diversifying cultural and rural tourism; integrating traditional and modern agricultural and livestock practices; supporting creative industries through local crafts, workshops, and art events; strengthening water, transportation, and energy infrastructure with sustainable solutions; and developing programs that enhance community engagement and social networks. The findings indicate that Dodurga, with its rich cultural heritage inventory and strategic geographical location, is highly suitable for a multifaceted revitalization strategy focusing on agriculture, tourism, and education. Furthermore, the model's adaptable structure increases its potential for application in other rural settlements, enhancing the scalability and dissemination of the study.
