Global migration movements and refugees have left profound marks on the European Union's (EU) security policies, emerging as one of the most significant humanitarian and political issues of the 21st century. In recent years, the EU has faced increasing waves of migration, compelling member states to reconsider their border security, asylum processes, and internal security measures. Strengthening border security remains a top priority for the EU, and agencies like Frontex have seen their authority and capacities expanded to fortify external borders. Technological innovations, biometric controls, and data sharing are all part of the EU's efforts to enhance border security. However, these measures must be balanced with human rights and the principles of free movement. Migration management and asylum policies are also of critical importance to the EU. The Dublin Regulation, which requires asylum applications to be processed in the first country of entry, has placed an excessive burden on certain member states, leading to calls for reform. Quota systems and mechanisms for shared responsibility, designed to ensure a more equitable distribution of this burden, are significant steps towards strengthening the EU's principle of solidarity. However, such measures require political consensus and can sometimes lead to disagreements among member states. The integration and social cohesion of refugees are vital for the EU's long-term security and social stability goals. The participation of refugees in the labor market and their integration into social life play a crucial role both in the welfare of migrants and the economic development of host countries. However, anti-immigrant rhetoric and xenophobia complicate these processes and heighten social tensions. Security concerns are another key dimension of the EU's migration policies. Uncontrolled migration is perceived by some as a potential security threat, leading to the tightening of security policies. Intelligence sharing and cooperation among member states are critical in combating security threats, and the coordination in this area needs to be strengthened. The EU has recently made several changes and regulations in its refugee policies. The main goals of these policies are to control irregular migration, protect refugee rights, and balance the sharing of responsibilities among member states. The Dublin Regulation is a system that determines which member state is responsible for evaluating a refugee application. This regulation generally requires the country where the refugee first enters to take responsibility for processing the application. However, criticisms of the system's fairness, particularly due to the significant pressure it places on border countries like Italy and Greece, have emerged. The New Pact on Migration and Asylum, proposed by the European Commission in 2020, aims to reform the EU's refugee policies. This pact includes measures to more equitably distribute responsibilities, strengthen border management, and combat irregular migration. Mechanisms are also proposed to increase solidarity among member states. However, disagreements over this pact persist among some member states. In conclusion, the EU's refugee policies aim to balance regulating migration flows with protecting refugee rights. However, various challenges remain in the implementation of these policies and in the cooperation among member states. Global migration movements and refugees continue to have profound and lasting impacts on the European Union's security policies. The aim of this thesis is to trace the historical changes and developments in the EU's migration and security policies. Another objective is to analyze whether the EU has managed to develop a common migration and asylum policy and what measures have been implemented within the scope of security.
