This thesis examines whether the Paris Agreement is an effective international climate treaty in combating global climate change. The main research question and starting point of the study is to determine the extent to which the Paris Agreement is effective in addressing global climate change. A qualitative, descriptive research method was used, involving a literature review from domestic and foreign sources, and secondary data analysis. The study explores global climate change and its causes, the impacts of global climate change on the world and Turkey, the historical process of international climate treaties, and the scope and provisions of the Paris Climate Agreement. The problem of anthropogenic global climate change and its adverse effects are outlined, and the history of international climate treaties in addressing this issue is examined. The scope and provisions of the Paris Agreement, the most recent international climate treaty, are presented in detail. Throughout the research process, it was determined that anthropogenic global climate change is one of the most pressing issues of our time, and international climate treaties have a collective importance in combating climate change. According to the findings of the research, the national determined contributions and reduction targets of the parties in the Paris Agreement were found to be inadequate in terms of adaptation processes, loss and damage compensation, financial and technological support and transfer, capacity building, and global inventory reporting. In light of these findings, it was concluded that the Paris Agreement is not effective in achieving the goal of keeping global average temperatures within 2 degrees above pre-industrial levels. From this perspective, although the Paris Climate Agreement is an important step in the historical process of international climate treaties, it falls short of being sufficient.
