The context of globalization-localization, urbanization and vision seeking in local governments: 2023 vision and Turkey: Kocaeli̇ sample

"Globalization," "localization" and "urbanization "such as the concept of the three closely related and associated with each other, and in fact, more or less in a way that affects each other and everything in today's world, states and, consequently, the structural systems in the sense that expresses the organizational structure of the state, it is impossible not to affect the public administration system. As known, one of the main conditions being able to be converted into an effective tool case that meets the needs of the community of the public administration system, said the development was renewed so as to ensure adapt to evolving and changing requirements of the system and in a continuous manner. But in Turkey, made until 2004, and "refactoring", "restructuring" or "administrative reform", expressed with different concepts such as, "in the administration's reform efforts" narrow and short-term perspective are made, and the system of broader and more long-term perspective is to be addressed, however, became possible after this date. "Vision" also called and prepared with different perspectives of this new "Vision 2023 Turkey" administrative reform efforts initiated under Turkish administrative and political life is influenced to a great extent. As a result of these reforms , because these « Kocaeli Model » known by the name of a new local government model has entered the Turkish political and administrative life.Publicized in local government, known as the reform and ten years with then applied in Kocaeli with Istanbul that began to be applied more in the twenty-eight metropolitan new local government model in fact, the philosophy of the Turkish state tradition and the government which is the mainstay of the state's duties and responsibilities will lead to fundamental changes has been working with a reform of qualifications. The main theme of this thesis, Kocaeli Model, which is expected to be applied throughout the country and in the near future this question will not only change the structure of local governance and local traditional management model,but also Turkish administrative structure that will force to change and affect the structure and general management philosophy traditional management of claims constituted. Also, reasons for the selection of this model for the provinces of Kocaeli and İstanbul with The Turkish tradition of local Government still not occur as many more that will be associated with the main theme in the study in a way that tried to be addressed. After all, although there is not a deeply rooted tradition of a local government, the Organization for quite a lengthy time of experience and as a result, the tradition of a centralized management structure and the organizational structure of the Turkish state appropriately, which has overall negative influencers that would be affected by the reform in question was observed.
