Organization of Turkic states within the framework of regional organization cooperation mechanism in globalization

Globalization created a structure that transforms the whole world in terms of political, economic, commercial, socio-cultural, information and communication technologies. States became inadequate to maintain their sovereignty and order because of their systems, to adapt to the radical changes created by globalization and to find solutions to the problems that arise. As a solution, they turned towards to regionalization concept. Regionalization which gained momentum in the 1950's, has shown great development until present day. Governments in the same region or nearby geography involved in regionalization in order to create regional cooperation in different areas. They established regional organizations for cooperation. In the world that has been reshaped geographically and politically, international organizations have emerged as new actors and became major powers. In this challenging period, underdeveloped and developing countries have became members of international organizations in order to survive and improve their welfare. With the collapse of USSR and the independence of Turkic Republics, a regional organization among Turkic-speaking countries was sought. Even though there was a delay in process, after a negotiation period, Organization of Turkic States was established by Azerbaijan, Kazakhstan, Kyrgyzstan and Turkey, on 3 October 2009. Organization of Turkic States is based on the common history, culture, identity and linguistic unity of the Turkic-speaking peoples among member countries. Adhering to the purposes and principles of the United Nations Agreement, it continues its mission with the aim of providing multidimensional cooperation among Turkic-speaking states and contributing to regional and global peace and stability. The study describes the existence of the Organization of Turkic States as an international regional organization in the phenomenon of regionalization in globalization, how it has maintained its effectiveness in line with its purpose and scope and explains how effective the cooperation mechanism has been since its establishment.
