Abstract (EN)
The aim of the study was primarily to revealthe land usage in Alaşehir Distrrict in Gediz Grabeny using the local geography methods (distribution, locality, comparison) with considering the natural, social and human characteristics. In addition, the area which is excluded from the boundaries of the forest due to the loss of the forest quality by legal means with the designation of qualifications; causality and cause / effect relation, considering as the factors affecting land use. This study was an analysis aimed to provide a positive contribution to the development of widely participatory and feasible methods to address the land usage problems on agriculture and forestry. As it is known, the relation between human beings and the earth is an ongoing and continuing process throughout the history. Especially in the today's globalizing world, it is inevitable that our natural resource; the soil or the landmust be evaluated with economically and rational ways. Soil plays an important role in social life as a reliable investment instrument. In particular, the increasing population growth and the resulting concentration on land usage clearly demonstrate that the importance of fixed property management. It allows the creation of policies for sustainable development related to the use and conservation of land. For the people whom their socio-economic life is based on land activities, the land is seen as an object of material gain rather than an idea of agricultural utilization resulted with the increasement of the human's pressure on the soils every day. The villages connected to Alaşehir district were taken as an example in the study. The primary purpose was to examine the agricultural impact of the using of forest resources, depending on the economic and educational level of the villagers entering the study area. Besides this, the cadastral works and the detailed conclusions and evaluations of the effects on the land concessions due to the application of the Forest Code 6831 Regulation 2B for the forest and agricultural land were the other purposes of the study. In general, the thesis wasbased on the aplplication of Article 2B of the Forest Law No. 6831,which aims at the development of the rural people in its essence with the aim of revealing the idea that the leaving degraded forest land to those people can be accompanied by irreversible problems due to the shifting of land usege. In addition to this, it is aimed to establish the basis of land use planning by creating a bridge with the past and present of the land and revealing how the future land usage should be according to the present potential with scientific data. In this study, it was aimed to objectively defined the problems related to the application of the 2B Regulation of Forest Law No. 6831, which is one of these regulations. Within the scope of the study, the application of the 2B regulation in Alaşehir region was examined and evaluated with the technical, legislative and social dimensions. In the applications related to the Regulation 2B of the Forest Law No.6831, 1744, 2896 and 3302 were examined and it was aimed to contribute to the future and sustainability of the region's forests which are public goods and to plan and implement applicable policies to eliminate the shortcomings in practice in this study.
