The Organization of housing construction after the Marmara Earthquake and Kocaeli - Bahçecik sample

In our country, natural disasters are seen very often, and their consequent costs are very high. When lawful, administrative and technical circumstances are not obtained sufficiently, these enhance the harm due to natural disasters. One of the biggest problems soon after a disaster is housing. Housing problem can not be solved dealing only with house projects. To create qualified houses and settlement units depend upon coordination between the participants during this period. In this study, permanent housing applications after the disaster and appropriateness of these applications to the mass-housing model are investigated. The first part is composed of aim and content of the study. In the second part of the study, disaster and approaches to housing problem after the disaster are examined. In the third part of the study, housing problem after the earthquake on August 17th 1999, and initiatives to solve this problem with tents, prefabric houses and permanent houses are found. In the fourth part, it is taken how foundations, consultants and contractors are appointed while permanent houses are constructed. Characteristics, technical specifications and schedules are listed according to the statements of the foundations. In the fifth part, the lawful, administrative and technical problems since coming to decision of permanent house construction are noted. In the sixth part of the study, a permanent housing area where houses are almost ready to be given, is choosen as sample. The appropriateness of houses and settlement in this area to the mass-housing system is evaluated. In the last part, suggestions and conclusions for housing problem after a disaster are presented.
