Abstract (EN)
On June 5 in 1947, the former Foreign Minister Affairs of The United States of America, George C. Marshall within his statement at Harvard University, he first-time announced a plan?s property and outline, the plan called with his name because of with its content has not an other that is similar it.The aim of the plan that is not only accommodation as granting and lending to The states that asked help, took into account Europen economy that is survivor after the World war II consolidation and repair and the plan did not purpose helpless Europen from outside, on the contrary, purposed Europe that is thrown upon oneself in all respects. In this respect, The plan is actually an ?economic development? and by hereditarian states it is a ?co-operation? plan. Marshall Plan Law was agreed and in its content, three- fundamental was determined thus and so:1.Increasing participating countries? industiral and agricultural production2.Europe of After the War,assuring solidity of income and money.3.Taking some new measures in custom issue and making an alteration, making easy and developing marketing between the Europen countries and with other countries.Participate of Turkey into ?Europen Economic Co-operation?,with other name is ?Marshall Plan? started with ?Paris Conference? in 1947 July.Turkey took place in de facto with an agreement that is signed with The United States of America.Because of Turkey did not join the World War II in de facto, it may be thought that Turkey was protected harms of the War and Turkey was not shaked in economical sense but the real is not so that. In 1938, while formation of blocs were consisting, Turkey, recognised that relying on propitiation policy is senseless and dangerous, canalized all of its resources through defending of the country. Turkey had declared to respond with weapons immediately and are determited to fight until all of its private soldier is death against any invasion that maybe consist. The country?s military necessitys and economical development actions, without foreign aid, until ?Truman doctrine and Marshall Plan?, had to be provided from Turkish resources. American military aid help us to carry defense expenses and equiped our military forces with heavy gun and equipment but it is couldn?t be urged that the aid provided directly benefit to our economical development. In Ottoman Empire, there was a tradition that Ottoman Empire did not lend in the term of IV.Murat, but firss-time the tradition was canceled after Kırım War (1853) with debt that was recieved from England .Debts we got increased intervention to our domestic affairs and destroyed our economy and eventually, Ottoman Empire had to declare `?Duyun-I umumiye??. Thinking is not wrong that the aforesaid aids? effects are not intervention domestic affairs, omnidirectional compromises and economic dependence follows these .
