Abstract (EN)

In modern information era, in administrative regulation and judicial organization, technology has improved drastically and because of that, usage of technological areas in procedural law has increased. Auditory and visual information system is a new area in our law system which ensures witnesses, surveyors or experts which can not give their statements in the presence of prosecutor, court or judge to give their statements through video conference. In this study; the definition of auditory and visual information system, it's history, electronical documents, the configuration of auditory and visual information system in the body of current law and its relation with principles of civil procedure, the implementation of auditory and visual information system to civil procedure, it's technical specifications, statement taking and listening to witnesses, surveyors and experts through auditory and visual information system, interrogating and taking statements, its relation with rogatory and it's usage in the process of viewing. In this study which examines the changes and evolvement of auditory and visual information system from the time it was first established to its status today, how it affects institutes of law of civil procedure, it's pros and cons, despite of auditory and visual information system we analyzed it's usage and purposes in law of civil procedure by analyzing law of civil procedure and its principles in detail.
