Defining the user needs of central administration buildings

Özet (EN)

In the present study, the purpose was to define the user needs in central administration buildings, to contribute to the updating and development of the existing building programs, to define the problems of buildings whose projects are provided with national competitions and service procurement, and to define the program data that will constitute input for future design works. The study was conducted in 8 governor's buildings whose projects were obtained via national competitions and service procurement. The post-occupancy evaluation method was used as the data collection method in the study; and the data was provided at diagnostic level. The governer's buildings were evaluated in line with public buildings standards, questionnaires, and observations. As a result of the evaluations, it was observed that the governor's buildings did not meet the public buildings standards at an adequate level; and even if compliance was achieved in some buildings, they did not meet the needs of users. It was defined in the present study that there are similarities and differences between the buildings whose projects are provided with national competitions and service procurement. The needs of users in the governor's buildings were defined, and program data were created to produce more successful solutions.The solution proposals were produced to meet user needs.
