The impact of mobbing on public service motivation and organizational commitment among public institution employees

Abstract (EN)

In this study, the impact of perceived mobbing on public institution employees' public service motivation and organizational commitment was examined. Mobbing refers to behaviors that create psychological harassment and stress among employees, and it can have seriously adverse effects on individuals' psychological well-being in the workplace. The main aim of the study is to analyze how the perception of mobbing affects public employees' public service motivation and organizational commitment. In addition, the study seeks to reveal the relationship between public service motivation and organizational commitment. The population of this research consists of public institution employees, regardless of their position or title. The questionnaire, answered by a total of 331 participants, consists of four sections. These sections respectively include the mobbing perception scale, the public service motivation scale, the organizational commitment scale, and questions related to participants' demographic characteristics. For the mobbing perception scale, the Negative Acts Questionnaire developed by Einarsen and Raknes (1997) was used. The Public Service Motivation Scale was adapted from the 24-item scale developed by Perry in 1996 and structured into a five-item validated scale. The Organizational Commitment Scale used in this study was developed by Meyer, Allen, and Smith (1993) and adapted into Turkish by Dağlı, Elçiçek, and Han (2018). The data obtained at the end of the study were analyzed using the SPSS 22 statistical software through exploratory factor analysis, descriptive statistics, correlation analysis, and linear regression analysis. The findings of the study indicate that the perception of mobbing has a negative impact on public service motivation, as well as a negative effect on organizational commitment. Furthermore, a significant and positive relationship was identified between public service motivation and organizational commitment.
