Abstract (EN)
The administration of Wallachia and Moldovia, was carried out through local princes called boyars, and this situation continued until 1711, when Dimitri Kantemir's competition with the Russians wa understood. The Ottoman Empire, whose trust in the local boyars was broken, entrusted the administration of Wallachia and Moldavia to the Phanariot Greeks. Memleketeyn voivodes remained above the Phanariot gentlemen, many of whom had previously served as Divân-ı Hümâyun translators, until the Greek rebellion in 1821. Especially during the period of the Phanariot gentlemen, Wallachia and Moldavia became the Babıali source of news about developments in Europe. Because, regular reports were sent to the palace in İstanbul about the new order that emerged efter the French Revolution, changing borders and endless wars. Wallachia and Moldavia, which were extremely strategic points in terms of the Ottoman Empire's sovereignty and border security in the Balkan lands, alsa had an aconomic value with their capacity to meet the grain and cattle needs of İstanbul, the palace and the empire in general. With all these prominent features, Wallachia-Moldovia has become an area of political competition and conflict between the Ottoman Empire and Russia and Austria. This struggle for influence became more evident, especially in the late 18th century and early 19th century. In this study, the bureaucratic life of Aleksandr Mourouzi, who assumed responsibility as voivode in Wallachia and Moldavia, was examined during the mentioned period. As a member of the Mourouzi family, a Phanariot family, Aleksandr Mourouzi served as the translator of the Treaties of Sistovy an Iaşi, and then served as voivode of Wallachia and Moldovia several times in short intervals. His bureaucratic life contains very important details not only for Wallachia and Moldavia, but also fort he Ottoman Balkans, developments in Europe and the history of relations with Western states.
