The role of headmen in e-government applications: The case of Antalya province Konyaaltı district

The principles and values such as efficiency, productivity and participation in the public services are defended with the transformation in public administration, the new public management and governance. E-Government applications are seem to be an important tool to realize these principles and values. In this sense, the supplement of the common requirements efficiently in te smallest settlementsin rural and urban areas such as villages and neighborhoods, is very important. For this purpose, in 2014 and 2015 ''Muhtarlık Bilgi Merkezi'' and ''Muhtar Bilgi Sistemi'' are developed as an application of e-Government system. Village and neighborhood headmen can reach the local administration and central administration online respectively, with the help of these applications which are defined for themselves. The aim of this thesis is to evaluate by detection of the general opinions of the headmen about e-Government applications, especially about the ''Muhtarlık Bilgi Merkezi'' and ''Muhtar Bilgi Sistemi''. This thesis consists of three parts in accordance with this purpose. In the first part, the information about the process of transition to e-Government and the transformation in public administration, the Notion of e-Government, the information about the usage of e-Government applications in Turkey takes place. In the second part, the historical process of the emergence and development of administration of headmen are included and the work of headmen in Turkey is urged upon. As an application of e-Government, ''Muhtarlık Bilgi Merkezi'' and ''Muhtar Bilgi Sistemi'' are analysed in the second part. The third and the last part of the thesis includes the fieldwork. The findings and evaluations obtained from the surveys which are made with headmen in Konyaaltı district are in the scope of this part.
