Evaluation of Law Enforcement Authorities of Civil Administrative Chiefs in Terms of Turkish Administrative Law The state maintains public order by monitoring, controlling and intervening in maintenance, the attitudes and facilities of users living in the community. It also uses law enforcement authority to maintain public order. The duty of the state to protect the public order and restore the broken order has been organized as a separate public service since ancient times; The organization that provides this service is also called "law enforcement/police". In this study, the law enforcement authorities of the civil administrators were examined in terms of Turkish Administrative Law. This study consists of two parts. The first part of our thesis will explain what the elements of public order are and what is necessary when it comes to public order, while the law enforcement powers of civil administration superiors are enriched by Turkish Administrative Law, what are the classical elements of public order, as well as the new components that are included by expanding public order; very general information will be given about law enforcement and law enforcement agencies. In the second part, after explaining who the local administrative chief is, what is the border civil administration, which is included in the concept of the civil administrator, and its burden, after explaining the relationship between the civil administration chiefs and the law enforcement, the powers of the law enforcement elements of the civil administrators are tried to be explained in detail. law enforcement powers will be emphasized. The powers used by the civil administrative authorities in the scope of their law enforcement activities will be evaluated in light of the decisions made by the Constitutional Court, the Council of State and the Court of Cassation, and explanations will be made within the scope of judicial decisions regarding whether the actions of the administration are lawful or not. With this study, we aim to contribute to the literature by examining and evaluating the types of police powers used by civil administrative authorities, whether these powers are sufficient, what issues arise in their judicial review and whether attention is paid to issues that emerge as a result of judicial decisions from an administrative law perspective.
