Neo-terrorism impact on Turkish public administration

The changing security environment in the 21st Century in our study, the most important priority of the state is considered as the fight against terrorism. Each state gives priority to enter into cooperation or intelligence sharing with other states to ensure their safety. Terrorism came into different sizes in the same way with therapid advancement of technology. Parallel to technological progress, terror has changed from its known shape into cyber style and became more dangerous for the states. The study investigated the terrorist acts that took place in the international arena, especially in recent years as a result of the global transformation of terrorism. It has been observed that terrorist acts in Europe, especially in Turkey, are different from those of the classical period. In this context, in the first chapter of the study, the concept of terrorism was examined and many authors expressed different views on terrorism. After referring to the different definitions and types of terrorism, it was tried to be revealed that it changed in the historical process. In the second chapter, the changing acts of terrorism and terrorism were tried to be explained with the concept of neo-terrorism. In this context, the social and psychological effects of terrorism have been examined by referring to the types of neo-terrorist actions. In the third chapter of the thesis, two different terrorist organizations (FETO and ISIS) were discussed and the effects of neo-terrorism on Turkish public administration were revealed. As a result of the research, findings and results were discussed and it was determined that terror and terrorism differ in an action and purposeful context. Therefore, results such as strengthening cyber security against neo-terrorism and reforming intelligence institutions have been achieved.
