Turkish political ethics and management mentality within the context of Nizamulmulk and Siyasetname

Nizamülmülk, lived in the period of the Great Seljuk Empire, he was a vizier in the Alparslan and Melikshah eras, and he was a statesman who had been influential in state administration for many years. It has been much more effective in the politics and management of the state, especially in the period of Melikşah. Nizamülmülk, in his work which is called Siyasetname (Fifty-one chapters), discusses his views in the field of state administration and discusses many issues such as ruler, army, court life, civil servants, public, scholars, administrators, religion and sect. In addition; the Nizamülmülk, especially refer by the sovereign at the head of the state and according to Nizamülmülk; the ruler must have many characteristics, fair, honest, courageous, generous and moral. Nizamülmülk, which had meticulously stopped the issue of the fairness of the sovereign, did not give up justice for community and did not leave a moment of seriousness in the administration of the state and sometimes gave advice to the ruler in the management field, sometimes on other issues. His state administration and the rules of the state governors led to significant changes in the Seljuk state administration and for many years influenced other Turkish-Islamic States. In this context, the subject to be discussed in this study; In the light of Nizamülmülk and Siyasetname, the concept of morality, justice, public order, administration, legitimacy and politics will be discussed within the framework of the management understanding of the Great Seljuk State period with emphasis on Turkish political ethics and management approach. Moreover, the effect of Siyasetname, written by Nizamülmülk in the period of Great Seljuk State, on the political ethics and state administration understanding of both the Great Seljuk State and other Seljuk States, and the effect of Siyasetname on the Turkish political morality and the state administration tradition of the period will be put forward as a general study.
