Throughout history, individuals and states have tried to implement social security practices for social protection in various ways. Financing is the most important factor needed for the effective functioning of both traditional and contemporary social security systems. The factors that lead to the emergence of financing problems in the social security system are as follows: failure to achieve an active-passive balance, increase in unregistered employment, early retirement practices, inadequate audits, and failure to properly utilize the collected premiums. Social security ethics is defined as the willingness of those enrolled in the social security system to pay the legally stipulated premium amounts.
