Examination of risk analysis in schools within the framework of internal control model

Abstract (EN)
The schools affiliated to the Ministry of National Education have been making strategic planning for nearly a decade to achieve their goals toward future. In order for strategic planning to be effective in schools, the mainstay of the strategies should be realistic and reliable. Identifying and controlling all kinds of risks defined as threats and negativities that may prevent the strategic objectives of the organization to be realized is important for the more effective management of the organization. In this study, it is aimed to identify, classify, evaluate and with prevention the risks that may occur in secondary schools in accordance with the internal control model and to reach easily the targets determined. The research was carried out in a mixed method design where both quantitative and qualitative methods were used together. The sample of the study consists of school administrators and teachers working in high schools in Niğde province in 2017-2018 academic years. In order to collect quantitative data, the School Internal Risks Assessment Scale was used. In the quantitative analysis phase, risk scores, arithmetic mean and standard deviation values were calculated for each risk in the scale. At the qualitative stage of the study, interviews with the participants were subjected to content analysis. According to the findings of the study, a risk pool covering the management, education-instruction and other fields of the school has been established. The risks in the risk pool were classified as internal and external risks and validity and reliability analyzes were conducted for internal risks and the School Internal Risk Assessment Scale was established. As a result of the implementation of this scale, the risks that may occur in the professional development and ethics of teachers and in the safety and health of schools are considered to be higher in terms of risks compared to other areas. Although the probability of security and health risks is relatively low by the participants, it is concluded that the impact will be high if it occurs. In order to control the risks that are considered to be high; regular risk analyzes in schools should be done, appointments to school administrators on a merit basis is a must, they should be open to communication, fair, competent and impartial and school employees should create a corporate culture based on love, respect, mutual trust.
