Abstract (EN)

Catechism is regarded as the essence of Islamic instruction in our country. Each muslim has to learn and know the necessary instruction while regulating his or her religious life. In this sense, any instruction within the concept of catechism is regarded as a must for everyone who is obliged to practise his or her religion. Therefore, when we talk abaut catechism in our country, it is understood as the practice of Islam in a muslim's life rather than a kind of book. Catechic instructions are learned within this goal. Traditional catechic culture is accepted to be very functional in accessing religious knowledge and undertaking the duty of resolving the problems in Daily life. This tradition, which is attributed to realize this aim, makes it possible to transmit the religious knowledge to common people, easy Access of the knowledge for those who have various standards of life and also it helps them regulate their lives. Knowing this reality, the main subject of this study is the life of Ömer Nasuhi Bilmen, one of the important personalities who has grown up in Islamic World and Hikmatu't-Tasrî' in his work 'Büyük İslam İlmihali'. The main goal of the decretals is to make people happy both individually and socially by protecting his natural structure and meeting his any need within the limits of legitimacy. By this way, the slight decretals should be evaluated within this concept in order to realize the main goal. The secience that deals with this and similar themes is called Hikmatu't-Tasrî'. Among the Islamic sciences, Hikmatu't-Tasrî' the one which makes phisolophy of religion and its rules and that searches for an answer to the 'why' questions. This science can be called as 'philosophy of decretals' as it contains a kind of investigation which targets wise comprehension of the decretals inserted. The answer to the questions 'doe' God pursue any affair, aim or benefit while inserting a decretal?' establishes the core of Hikmatu't-Tasrî', regarded as one of the most important themes of Islamıc Jurisprudence. In several verses of Quran, it is stated that there is a system in the universe and nothing is created in vain; and any creature and existence is charged with the service to humankind. The similar ones of the infinite and numerous hidden causes that exist in the universe also appear in the orders, prohibitions and advice of the religion. Since Hikmatu't-Tasrî' is a kind of philosophy of religion, it intends to investigate religious decretals of any kind, to discover the goals and benefits of inserting and legislation of these decretals and also to examine the relationship and contacts among them.
