Abstract (EN)
VI ABSTRACT Organizations must be in position of adapting to the changing environment to make their own products or services in best quality. For this reason, various methods are being used. While most of the organizations that existed in the past started quality activities from their own products or services, in contemporary world, because of the increase of human factor, these activities are being started from the human element of the organization, people. While starting from the human element, first, there come the recognition of the staff in organizational manner, providing an environment to show their skills, a support from the management either occupational or socially. The best way of producing best quality product is empowering the staff who produce those outcomes technically. In this dissertation employee empowerment was examined in four part. In the first part, it was focused on the meaning of employee empowerment, its history, its establishing reasons and its elements generally. In the second part, the approaches of employee empowerment, the analysis of employee empowerment from the view of management functions were examined. In the third part the criteria of the best employee empowerment activity and its advantages to the organization were pointed out. In the fourth part, the methods of employee empowerment that are being used in non-profit organizations were examined in general, and analyzed its condition in Turkish National Police Organization and there established an empirical study in General Directorate Of Turkish Police Organization Headquarters in order to establish the best employee empowerment approach.
