Abstract (EN)
This study examines the approaches of Central Asian states to the analysis of transboundary rivers. Based on the analysis of the water and energy policies of the Central Asian countries, the impact of existing agreements and measures on the solution of the transboundary rivers problem is analyzed. Based on the analysis of regional water resources, the interaction of the countries of the region on international waterways has been evaluated and international experience in solving water problems has been examined. Increasing environmental problems in recent years have made water problems the most important item on the agenda in interstate disputes. The problem of using transboundary water resources goes beyond a pure resource issue and has been heavily politicized. This is determined by the complex nature of relations between the Central Asian countries and, above all, by their unwillingness to make mutual concessions. On the other hand, in the conditions of the instability of the political and economic systems of the countries, it fuels political competition. In this context, considering that water is a strategic resource and at the same time the basis of the sustainable development of Central Asia, it can be predicted that the solution of cross-border water use will be the main dynamic of the search for regional cooperation. The issue of transboundary waters in Central Asia is an issue that also has political, economic and security dimensions between the states of the region. However, there remains a certain optimism regarding the water situation in Central Asia - the fact is that, as historical experience has shown, water problems are resolved sooner or later. The way to this is through cooperation and economic integration.
