In the Ottoman Empire in the 16th century. Starting from the second half of the century, social and economic problems such as the price revolution, inflation and population growth that occurred with the deterioration of the classical order began to emerge. Some of the treasuries in the provinces were transformed into institutions such as voivodeship and muhassıllık. This transformation triggered the state the state was in and in the 17th century. Towards the middle of the century, in addition to the existing deteriorations, many factors such as the long duration of the wars and the subsequent failures had put the state in a great impasse, especially in the financial field. In order to close the financial deficits and increase the revenues of the central treasury, the state granted tax grants to the estates where the timar system was applied by giving them miri mukataa status. Then, the mansion system was put into practice in 1695, as a version of the iltizam system. Shortly after the start of the mansion practice, palaces belonging to palace officials such as grand vizier, vizier, beylerbeyi, and sancakbeyi began to be sold as mansions. Thus, with the implementation of the mansion system in private residences, quarries and foundations, it became a serious source of income for the central treasury. The study aims to explain the importance and functioning of the malina practice through various sanjaks in the Anatolian and Rumelian Provinces.
