Abstract (EN)
Tbilisi, which remained under Ottoman control for a certain period of time and then came under the rule of the Russians, has always had an important position for the region. This importance increased even more with the appointment of a consul by the Ottoman state in 1851. This consular institution has a significant role in this research. Since it's an important city numerous studies have been carried out on Tbilisi so far now and are still ongoing. There are also some studies on the Tbilisi consulates of the Ottoman Empire. However, there is no detailed information when it was first opened under which conditions it operated and who was the first consul. At the same period Russian-Ottoman relations deteriorated, during which the Tbilisi consulate shared information with the center about events unfolding in the region. We considered it because it's an important institution that needs to be studied in terms of fulfilling such an important mission. In this study we tried to provide information about the activities of Ottoman Consulate. The study consists of two parts. In the first chapter under the main title of Tbilisi Consulates of Ottoman Empire, missions of consuls from 1851 until 1878 were highlighted. In the second chapter political, military and social issues were considered. The fact that no detailed research has been done on this subject so far makes it important to understand that period well. Although the general information was based on previous studies the issues related to main idea were obtained by researching Ottoman archive documents. Keywords: Ottoman, Russians, Consulate, Tbilisi
