Mehmet Sadık Rıfat Pasha who was one of the Ottoman Empire?s Pashas was coming from traditional life style of the Ottoman Empire and directed future as well. As he was aware of Ottoman?s roots which were very strong, he tried to make a contribution to the reforms. The way of his reformist part is not deny the past on the contrary; it was an endeavor to direct the future as consciously. Mistakes made in Ottoman traditional life in the past had the state put on the spot and to urge the state to find solution abroad. On the other hand the European countries which were growing fast in industry and technology, keep the Ottoman Empire back in the fields of economics and administrative. In this phase, Ottoman Empire to grab at an age and prove the needs, to make a rule of connection with European states. Mehmet Sadık Rıfat Pasha was an ambassador of Ottoman Empire in two times in Vienna He took into consideration especially economical and political reform and legal procedure that appeared of these reforms. The aims of this study is to appear to ideas of Mehmet Sadık Rıfat Pasha?s economical and political ideas and applied of his ideas in Reforms Period. It can be some of the questions while the thesis has been prepared: These are: Could he understand some economical chancing of Europe how to affect the Ottoman Empire in future?, Could he produce solutions to meet difficulties in future?, How affected him of his society?, Did he want to Ottoman society to obey the new economical and political reforms? In this study these questions are tried to find and reply. To answer those questions it was necessary to know him, to know his working places and to know the economical-political event of this period. First step is appearing of these. Some writings that were written in his period and by his own helped to know him more. Nevertheless, Pasha?s limits and the ideas of passing the ages to put fort necessity for searching him deeply.
