Prof.Dr. Arzu UZUNToday, performance measurement systems based on only financial criteriansare not sufficient to evaluate the performance of private and public buisinessenterprises. Current studies show that peformance measurement systems taking onlythe financial measures into consideration are not able to measure the most importantfactors for operational side. Consequently, operational plants should include otherfactors besides the financial ones in the foundation of their performancemeasurement systems.The objective of this study is to bring up the critical success factors foroperations trying to implement Balanced Scorecard, by utilizing BSC philosophy toimprove the relavant system and to test its accuracy and effectiveness. This studystarts with the examination of past studies and continues with the literature surveyabout performance management systems. In the light of the datum obtained fromliterature survey, BSC was implemented in some part of the plant and the system wasverified with TOPSIS method. The results obtained from the poll taken from all overthe plant personnel and the hypothesis set up were analyzed and tested with SPPSmethod. Although the level of importance of performance management systemcritical success factors in plant personnel?s opinion was found as adequate, therealization in practice was found insufficient.KeyWords: Performance Mangement Systems, critical success factors, TOPSIS,Balanced Scorecard.II
