Abstract (EN)

According to world trade data, shipping is the most preferred mode of transportation in the world in terms of cargo transportation. With regard to transportation and logistics, cargo is transported safely from one place to another by ships. Ships sail within the framework of international rules. In accordance with these rules, countries have the authority to inspect ships arriving at their ports through agreements and understandings to which they are parties. Port state inspections are carried out within the areas determined by regional cooperation agreements and are implemented within the rules regulating the navigational safety status of ships. In this thesis, the conceptual framework of port state control is drawn. In this regard, information regarding port state control regional cooperation agreements is given. The inspections fullfilled within the framework of the Paris agreement were examined from the perspective of the bridge, where the ship is dispatched and managed. In addition, case studies regarding inspections are included. Bridge-related deficiencies of bulk carriers were analyzed using the annual reports of the Paris agreement and the 20 most frequently written deficiencies data. The Delphi method was used to determine the factors that cause these deficiencies with respect to navigation safety. As a result of the Delphi method, it was seen that the experts reached a consensus on lack of motivation, ability, knowledge, familiarity, general awareness, experience and company circulars, excessive workload, fatigue and stress factors. No consensus vii has been reached regarding indifference identified as a factor in deficiency. As a result, it is expected that by examining the results of this study, it will contribute to a superior maritime transportation.
