Vocational and technical education in the planned development perid (1963-2002) (developments, applications and problems)

Abstract (EN)

This study has been executed to put forth the developments, applications and problems in the Vocational and Technical Education in the Planned Development Period (1963-2002) for the consideration. İn order to put forth the applications, developments and problems for the consideration, related to the system of vocational and technical education, the government programs and the councils of natinal education have been examined and it has been tried to determine the quantitative developments for the students, teachers and schools and the programs that are applied in those schools. Furthermore, in order to put forth the recent applications and problems for the consideration, the pool has been executed to the directors and the teachers who are commissioned in the vocational and technical schools on the students who are educated in the vocational high schools, the programs that are applied in those schools, the contents of the lessons that take place in the curriculum, the positions of the teachers, the physical infra-structures of the schools and the thoughts on the financial subjects. The poll has been applied to the 150 directors and teachers who are commissioned ih the vocational and technical schools where they are in province of Ankara and its districts. 50 of 150 directors and teachers are commissioned in the technical schools for the boys, 50 of them are in the schools on Trade and Tourism, 50 of them are in the technical schools for the girls. The data that is used in the study has been collected by the poll that has been developed by the researcher. The poll is constituted by two parts. In the first part, there is individual information of the directors and teachers and in the second part, there is information on the students who are educated in the vocational and technical schools, the programs that are applied in those schools, the contents of the lessons that take place in the curriculum, the quantitative situation of the teachers and in-VII service education activities, physical infra-structures of the schools and financial situations. The percentage and frequency of the answers that were given by the directors and the teachers are considered and the arithmetic average and standard deviation have been calculated. In the open-ended questions, the values of frequency and percentage have been calculated and evaluated separately. In order to determine if there is a meaningful difference between the thoughts of the directors and teachers who are commissioned in the schools on Tourism and Trade, Technical Education Schools for Girls, Technical Education School for Boys, the "F-test" of variance analyzes has been done and it has been tested at the level of 0,05. The "t-test" has been made in order to put forth for the consideration that there is a meaningful difference among which groups. The lickert type scale with five has been used in the poll. The results that are obtained from the poll are as follows: 1. The directors and teachers who have participated to the study point out mat the successful students don't prefer the vocational high schools and that their guardians are not interested in their educations-training problems closely and that the students who are educated in those schools prefer these schools because of their parents, rather than their wishes and that the stutents come these schools as they know partially that these schools are giving vocational education and that while the students are selecting the departments, they are directed partially by their teachers and that the students make selection without knowing sufficiently the professions and their working fields and that the level of the socio-conomic situations of the the students who prefer these schools are under the average and that the students who are graduated from these schools, partially participate to the follow-up and employment units. 2. The directors and techers who are commissioned in the schols on trade and tourism have been stated the closed departments because of the insufficientVIII student number as Banking and Local Administrations, the directors and teachers who are commissioned in the technical school for the girls have been stated the closed departments because of the insufficient student number as Handcrafts, Embroiderry, House Management, Hospitality and Food and the directors and teachers who are commissioned in the technical school for the boys have been stated the closed departments because of the insufficient student number as Infra-structure, Machine, Furnishing, Upper Construction, Furniture and Decoration. 3. The directors and teachers who are commissioned in the schools on trade and tourism have been stated the departments, which are not opened, since there is a request from the guardians as Computerized Accounting and Computer Programming, the directors and teachers who are commissioned in the technical school for the boys as CNC, Hydraulic, Pneumatic and Computer and the directors and teachers who are commissioned in the technical school for the girls as Computer, Hair Dressing, Food Control and Analyzes, Child Development, Hospitality and Food, Graphic and Silk Printing respectively. They state that the reasons why these departments are not opened, are as teacher, physical place, insfficiency of the furnishing and bureaucratic prevention. 4. The directors and teachers who are commissioned in the schools on trade and tourism have been stated the departments, which are the most preferred as Accounting, Data Processing and Office Services, the directors and teachers who are commissioned in the technical schools for boys have been stated the departments, which are the most preferred as Computer, Electronics-Electricity and the directors and teachers who are commissioned in the technical schools for girls have been stated the departments, which are the most preferred as Child Development, Computer and Hair Dressing. 5. The directors and teachers are partially agreed upon that "the lessons that take plae in the curriculum are enough for the aims of the vocational branch in the respect of contents and the contents of the lessons are renewed in the direction of theIX needs of the professional life and when these programs are prepared, the local traits are cosidered." 6. 7,3% of 29 (19,3%) directors and teachers who say that "there is an insufficiency for the teacher", point out that there is a teachers insufficiency for the cultural lessons and 4% of them point out that there is a teacher insufficiency for the vocational lessons and 8% of them point out that there is a teacher insufficiency for both cultural and vocational lessons. 7. The directors and teachers are partially agreed upon that "the teachers who are commissioned in these schools can participate to the in-service activities when they wish or respectively and these schools have the sufficient capacity for the classroom, workshop and laboratory." 8. The directors and teachers are not agreed upon that "the financial aids that are coming from the ministry are not enough for the needs."
