Abstract (EN)
This study allows us to make a journey to the United Nations Security Council from the past to the present. After two great brutal battles witnessed by the Earth, mainly in USA and UK who are from war-winning countries established the International Power Organization which is named as the United Nationsin order to ensure peace and security to avoid a third world war full of destruction in the future. The Security Council which is one of the six main organs of the United Nations and has the only privileged position in terms of the binding of its decisions consists of the United States, England, France, China and Russia which are permanent members. This study provides information on the structure, functioning and functionality of the United Nations. Also after the Cold War period, from the 2000s to the present day, the study tried to identify the key points by revealing the successful and unsuccessful situations of the Security Council due to its decision-making and veto power to ensure security. The fact that the permanent members are among the countries producing the most arms has started to question the confidence of the United Nations in the international framework. Also, the Security Council lost prestige due to the failures of members of the Security Council, particularly the use of veto in the international area. The Security Council confronted of suggestions and demands from some individuals and institutions for reform. Although, the United Nations wants to carry out these reforms, The Security Council members reject many reform requests in their own interests. Also, this academically examined study has attempted to assess why the Security Council is still seen as the center of international problems today and how the Security Council is pursuing the reform demands proposed to overcome these problems.
