Public-private partnerships for health sector: A study on Turkey

Abstract (EN)

With the liberal comprehension, the role of foregin capital investments has become progressively significant in the development policies of countries since 1980. Considering capital scarcity of especially developing and undeveloped countries, the impression is that problems of the countries having a liberal comprehension with capital scarcity will be overcome and that the result of this will influence macroeconomic indicators positively. The Public- Private-Partnerships that emerged as a result of the agrement of the states with the private equity due to their eschewing the financing of the servives enable the states to actualise their services in the short term. On the contrary, services performed by publicprivate partnerships in the health sector remain inecifient. Since health is a citizen's right and also one of the basic human rights, it's regarded as a public good. Its transformation into a commodity within the market leads to inequality in access to services. The purpose of this study is to explain the PPP model and to reveal the advantages and disadvantages of PPP model and healthcare production. This study case for the ongoing research activities for the year 2019 was used for the data can be accessed on the city hospital in Turkey. With these data, the efficiency of PPP models in the health sector is analyzed in terms of public finance. The study starts from the evolution of the concept of public service and its delivery in history and is reduced to the specialization of the delivery of health services. Over time, the concept of privatization in health emerged with the transfer of some of the public services to the private sector. One of the alternative methods available today in the delivery of healthcare is the PPP model. In this study, first public private partnerships in the health sector in the world are examined. In this regard, the countries selected in terms of healthcare quality are: France, the United Kingdom, Australia, the Philippines, India, Norway and Singapore. Public private partnership projects in the health systems and health systems of the selected countries were examined. in selected countries in the world have their health systems and health systems, which are public-private partnerships, which have been compared with projects in Turkey. In the final stage of the study to criticism about the city hospitals that are in service in Turkey it is given to research and the Court of Auditors report. From these data obtained, cost research was made in the study. In the study examination, the total physical costs of the hospitals were calculated. Land costs of the hospital to be built within this cost and land costs of the hospitals closed are included. In addition, transportation costs of city hospitals were calculated. As a result of the research, the benefits and costs of the model were compared. This study, Turkey is concerned that the public-private partnership in the health sector is to be effective and efficient. It develops recommendations to maximize public interest.
