The effects of public private partnership model in health services to public finance

The criticism of social welfare state and the economic Keynesian mentality in 1970's bring the idea of "reducing the activities of the state". This situation caused the neo-liberal policies are effective in economy, moreover, in the borders of the new public administration mentality, the state change the presentation of public services, the services are being gained priority to be effective, abundant and customer(citizen)-oriented even if public sector is minimised. The appearance of this process in 2000's which starts with the privatization activities can be explained as public private partnership. Public private partnership can be described as an senior notion in which the risks, costs and profits are shared, the supply of goods and services are materialised in longterm, different contracts which are actualised between the public and private sectors. By signing a contract, the state includes the special juridical persons into the presentation of services who are determined with the results of bidding. In this partnership the private person is responsible for running the service, and the public juridical person is responsible for controlling the service. Public private partnership which spreads widely in the world was legalised in 2013 in our country by the law 6428 as a result of showing its effectiveness in health sector with the integrated health campuses and city hospitals projects. So finalising the projects with success will cause the application of the model to the other sectors and the providing of commonwealth which is the main goal. In our work, first of all public services and public private partnership is mentioned by the perspective of new public administration, then both the reflection of the model to the health services as pilot application field and the effects for the public finances are examined.
