Improvement of performance that is the main goal of economical growth and development has made compulsory for each organization to appropriate performance management system. In performance management, since management performance will give interaction of all constituents of system that forms management as total result, applications as to performance management with different model and techniques has been seen in every management that modern management concept is dominant. Performance management system is parallel with the case called as performance planning. It is a dynamic, result-oriented process that allows continuously managers and employees to progress through predetermined goals. This process ensures current communication by supporting employees, increases workforce and productivity, assures to focus on future rather than past. In our country that is exhibiting development efforts both economically and socially, it is impossible to keep health sector out of modern management concept. Not to face with problems in the management of hospitals where are evaluated as a complex organization and to be able to perform activities in a systematic manner, managers need to keep balance very well between production inputs (that is, patients, man power, material, physical and financial resources) and outputs (that is, treatment of patients and injuries, internal service education of personnel, research and development studies, improvement of health level of society) For determination of what extent the goals that are indicated for hospital functions are performed, investigation of the reasons why it could not be performed in case of failure, establishment of a information system that supply information flow in and out of hospital, the existence of an efficient and reliable measurement and control system is needed. In the direction of Health Transformation Program that has executed in 2003 by Ministry of Health in our country; it has started to make changes like reform movements in our Health System. When it is called as reform in health, the importance of the Performance and Performance Management concepts also increase. Because, the improvement of health is main purpose by using current resources in an efficient way In this study, it was aimed at the measurement and evaluation of performance by performance management system concept in the execution of hospital activities, and taking into consideration of these data in administrative decisions. For this aim, the efficiency of hospitals that were chosen among General Public Hospital?s in Izmir (2nd step health institutions) were detected by using DEA(Data Envelopment Analysis) model and comparison was made by using statistical methods with multi variables.
