Abstract (EN)
With the Health Transformation Program, which is described as a health reform in our country, the financing of health services has been gathered under the roof of the Social Security Institution (SSI). After that SSI has become the largest institution purchasing health services from service providers. For this reason, it is important to know which of the health institutions have more influence on the health expenditure of SSI. Because the fact that the SSI is in a balanced budget in terms of income and expenditure, the planning of the health services financing is closely related to the health expenditures of the SSI. In this study, it is aimed to examine the relationship between the reimbursement made by the SSI to the relevant healthcare facilities as a result of the invoices sent to SSI by healthcare facilities that have an agreement with SSI (secondary state hospitals, tertiary state hospitals, university hospitals, and private hospitals) and SSI health expenditures and to make short and long term estimates. The data used were compiled from the health and financial statistics published monthly by the SSI's website covering the period between January 2009 and May 2020. The model was established in accordance with the purpose of the study and this model was analysed with the ARDL Bound Test Approach. As a result of the analyses carried out; As a result of the invoices sent by second-level state hospitals, third level state hospitals, university hospitals, and private hospitals to SSI, it has been determined that there is a short and long term relationship between the reimbursement made by the SSI to the said facilities and the health expenditures of the SSI. In the long term, while secondary level state hospitals have an effect on reducing the health expenses of SSI; It has been determined that tertiary state hospitals, university hospitals, and private hospitals increase the health expenditure of SSI.
