Abstract (EN)

The Sea Toll Programme is a strategic initiative of the Indonesian government that aims to improve inter-island connectivity and encourage economic growth in remote areas. This study adopts a systemic approach to identify and analyse factors that significantly affect the performance of the programme. Using the Decision Making Trial and Evaluation Laboratory (DEMATEL) method, this research successfully maps the causal relationships between various interrelated factors in the complex system of the Sea Toll Programme. The results of this research are expected to make a significant contribution to the development of maritime policy in Indonesia. An in-depth understanding of the critical factors affecting the performance of the Sea Toll Programme will enable policy makers to formulate more effective and targeted strategies. In addition, this research can also serve as a reference for future studies related to maritime infrastructure development and logistics.
