vm ABSTRACT City planning has been integrated with many different disciplines and uses different disciplines in practise in direct or indirect ways. Due to this close relationship with the other disciplines, studies and researchs in city planning are made by evaluating the application standards of many other scientific disciplines. By this study research project, infrastructure systems which are mainly being carried out by Civil and Environmental engineering, especially the water and canalisation systems which directly affect the development of the city plan have been examined. The development and the practise in Turkey of the infrastructure systems have been resarched to better understand the infratructure systems in field of practise. After these researches on infrastructure systems, the effects of these systems on city planning process have been investigated. Studies have been made on the situation of city infrastructure planning, facts that effect or develop the infrastructure, policies to maintain infrastructure, relation with macro plans and its future. These studies have maintained a better understanding of the infrastructure system/city- planning relationship and prooved its neccesity. The croos examination of water and canalisation systems and their affect on cities before having a pre-research on the city planning and infrastructure systems would estrange the study from being scientific. The study on water and canalisation systems is further detailed from the general information and development but the method constructing by the city planner. In thisIX part of the study the situational facts that the city planner must consider have been dewelled upon. As a result of this detailed research on water and canalisation systems, a field of practise have become necessary to verify the genuinity and scientific-ness of the method being constructed by the city planner and the situational facts that hold acception in practise. By these necessity, İzmir Municipality have been chosen as a study, resarch and practise area. After collection and evaluation of the information that analyze the present situation of İzmir Municipality, the project facts and the threshold of projects have been evaluated and verified on the model. By these evaluation and verification it has been seen that practises of city planning and water and canalisation system practises of İzmir Municipality have some troubles and develop problem areas inside the city plan when they are croos- examined. Situational solution policies have been produced to be applied on the whole city and regions involving these problem areas. This research project upon evaluating the project thresholds of water and canalisation systems in city planning have exposed the foreseeing of city planners and local directors of the affects of water and canalisation systems to the city plan; the needs to meet the requirements to change or modify the infrastructure projects. The standards that are required for situational planning of projecting the water and canalisation infrastructure systems in cities have also been examined and accustomed for use in design.
