Abstract (EN)

In this study the impacts of the developments that took place between 1789-1839, when Ottoman State was undergoing a radical transformation process,was analyzed in the case of Amasya. Through this process The Guild of New Order which had been established as a consequence of the need of a trained army was abolished after Kabakçı Mustafa Riot. However, by abrogating The Guild of Yeniçeri in 1826 the barriers in front of the innovation were removed and Asâkir-i mansûre Army was established.The humane needs of this army were mostly provided from provinces.Sequential wars and soldier demands became the most signifcant factor of central-provincial relations during the period.Both the humane needs of the new army and supplying the required soldiers during the wars led to a number of results on the provinces.The most obvious example is the low number of children per family.When military requests or requests on stocks could not be met, paying as compensation methods were preferred and amounts that cannot be underestimated could be allocated. Beside these, the Bektaşi exiles after Auspicious Incident and precautions taken to prevent immigrations from provinces to Istanbul were important issues of central-provincial relations. In addition, the weakness of central sovereignity brought complaints about local authorities from community and caused a great discomfort in the society. As a matter of fact, an important riot movement was seen in Amasya in 1817 as a result of this situation.
