Özet (EN)

The act of rebellion, which we have encountered many times in world and Turkish history, has occurred for various reasons, sometimes against an individual, sometimes against a government, and sometimes against a revolution. This action, which has been going on for years, sometimes yields results and sometimes is suppressed without reaching its goal, finding its place as a phenomenon and event in world and state history. This action, which has taken place in almost every civilization and every state that comes to mind, has rarely escaped a criminal repercussion in terms of legality. Looking at the last years of the Ottoman Empire without going back to the distant past, we witness national rebellions like Montenegro and uprisings against the government like the March 31st. After World War I, the Turkish state that would be established in place of the Ottoman Empire had to deal with rebellions such as the Bozkır and Koçgiri Rebellions during the years of the War of Independence. The Turkish state, which gained its independence and declared it internationally through the Treaty of Lausanne, had to face rebellions shortly after its establishment. The rebellions that started in 1924 continued with the Sheikh Said Rebellion and ended with the suppression of the Dersim Rebellion in 1938. Among the many uprisings that took place during the 14-year period, the Sheikh Sait and Dersim rebellions stand out as two major uprisings, and we see that their effects have continued to the present day. Reports were prepared between the Sheikh Sait and Dersim Rebellions, aiming to determine the causes of the uprisings and address the problems in the region. In the 1980s, new reports were prepared due to the emergence of terrorism in the former rebellion regions, and efforts were made to find solutions to terrorism and the problems of the region. Although the newly prepared reports brought different solutions to the problems compared to the initial reports, the purpose of preparing the reports and reducing the problem to an ethnic dimension under the name of the "Kurdish Issue" made it difficult to focus on the problems that have spread throughout almost the entire country.
