Abstract (EN)

Civil Society could emerge only under the conditions of modernity. When considered in the process of historical development, civil society has appeared as a product of Western political thoughts and it has included different kinds of meanings and functions up to today.Especially today, the concept of civil society has been used so frequently in politics-world and almost has been an important concept in solving all problems. With the Neo-Liberal politics, the concept of civil society has been turned into ?the ideology of civil society? and the concept is become like an ideological means. Many foundations, organizations and structures have appeared under the name of civil society in the social area and they have claimed that they have made demonstrations in the name of the civil society. With the this transformation, the civil society has been considered by one-side and has been sublimated. The dangers which can be included by civil society have not been seen.Keywords: Civil Society, Democracy, NGO, Turkey
