According to the definition of Economics, unlimited human needs must be met with limited resources, and economics is a science that examines how this will happen. Limited resources lead people to conflicts of interest about sharing these resources. When people conflict with their interests, there is a conflict and this is solved in two main ways: one is peaceful methods, the other is war. In order to do the negotiation work, states use this method through the diplomats they specialize in. In the other option, the states are executing the war method through the military as a result of disagreements they cannot resolve or don't believe they can resolve. The main purpose of this study is to demonstrate that the concepts of power-powerlessness, which are referred to as Thucydides, "what the powerful wants and what the weak does", have changed from the cold war years to the cold war years, and that a multi-actor War environment has emerged. In this context, the mentioned actors have been identified with the following topics: the techniques of conflict, the balance of weapons and equipment, the ambition to win, the compliance with war law, the form of organization, the importance of the media. The importance of this study is to examine the developing process of the asymmetric war, which matures itself in the single-pole system that emerged after the Cold War, in fact, as the most widely used type of war among the war types. In particular, following the terrorist attacks against the World Trade Center on September 11, 2001, the state realized that the war could no longer be controlled by military elements, and that States needed to adapt to this new type of war and add more areas of expertise to combat the war. There is no point in the borders that distinguish themselves from other States and threaten their security in case of violation. The war has begun to target not only armies, but also state institutions, Financial Institutions and organizations, and even individuals, by becoming even more micro.
