The evaluation of social security expenditures in the context of the social wealth state: An examination and comparison of selected OECD countries and Turkey

The social security system is the most indispensable part of the modern structure of a country both in the past and in the future periods. The more systematic the social security system, including all countries of the world, the more effective the professional management of this area will be. The largest budget shares of public expenditures are transferred to social expenditures. Effective use of this area is of great importance for social expenditures to be effective and efficient. Because when the expenditures are made correctly, the results to be obtained will make a great contribution to the country's economy. Countries that are in good economic condition will provide their societies with adequate levels of social assistance. If social benefits are at the desired level, the welfare level indicators will be equally high. In this way, employment will be opened in fast-growing developing countries and it will become a working society. With the formation of working societies, the financial system that keeps resources for social expenditures will increase in income-generating activities. Thus, the minimum income level will be at the desired level for each citizen. In this way, employment will be opened in fast-growing developing countries and it will become a working society. It is thought that the increases in social expenditures will increase the level of welfare by reaching the desired level of expectations. In the study, analyses were made by focusing on the social security expenditures, public expenditures and welfare level indicators of 20 OECD countries between 2010-2019. According to the results of the examination, in the conclusion part, general increases were seen in all countries in the field of social security public expenditures. Social welfare indicators have likewise increased. It has been concluded that the larger the public budget of social security expenditures, the higher the welfare state indicators increase accordingly.
