Abstract (EN)

A negative change has started in the fields of social security and social policy, with the globalization. At the core of this change is the force, which urges countries to compete with the global economy. Because, the liberal movement, restrengthened at the beginning of 1980s, considers the social state as a barrier for economic development.On the other hand, increase in the number of crimes in the West, the social problems like social exclusion and the environmental issues, requires the state to intervene in the economy and the society as a social investor. This process results in the gaining of importance of the social state practices, once again. The western societies, stuck between these problems and the need for competing globally, are looking for a neutral way. The third way approach is the answer to that need.The third way approach, emerged with the ideal of reshaping the social democracy, was strongly criticized of being an initiative aiming at bringing the leftist values closer to the liberal ones, due to the fact that it was closer to the right side of the neutral way. Despite all these criticisms, the third way approach continues to be extensively debated and these debates determine the way of change in the field of social policy.
